[gardening] Fix test harness handling of DartOptions Only pass DartOptions to the runtime, not to the compiler. Since commit 794e1e3a09a5, `gen_snapshot` now attempts to use these extra arguments (and fails), whereas before it ignored them. This fixes https://github.com/dart-lang/sdk/issues/35960.
