Analyzer: Stop relying on a static lint rule map in AssistProcessor This also simplifies the logic of determining whether a possible producer is already being proposed as a quick fix for an enable lint rule. Fixes testing analysis_server with: `dart --enable-asserts pkg/analysis_server/test/test_all.dart`. Otherwise a functional no-op.
