[vm/fuzzer] Migrated driver from Python to Dart. Rationale: Remove last part of Python in favor of Dart. Note that this is still under heavy development, with many new features planned. But it is a runnable system now which we be deployed from the comfort of your own desktop or on a cluster if needed.
