[dart2js] Add null checks on `JS()` expressions Bug: https://github.com/dart-lang/sdk/issues/42536 Adds null checks on `JS()` invocations in dart:html and related libraries if the static type is non-nullable. Renames option to enable this to be consistent with DDC and adds tests.
