Prepare for analyzer 0.31.2-alpha.1, front_end 0.1.0-alpha.11, and kernel 0.3.0-alpha.11. This CL looks a little weird because a previous CL, https://dart-review.googlesource.com/46126 partially updated the yaml files but the packages were never published.
