Properly handle implicit `.call` tearoff on RHS of assignments. Previously, when inserting an implicit `.call` tearoff on the RHS of an assignment, both the analyzer and the CFE failed to properly propagate the type of the tearoff to the static type of the assignment expression. This resulted in a soundness bug for compiled programs. Fixes #48409. Fixes #48410.
