Revert "Disable awaiter stepping by default until context level computation is fixed" This reverts commit bf3d6137b3c51f3f7418b96deddfae7c949e085c. This reverts the cherry-pick of commit 61e11c6808e3fd87c574f4277b3d9ff745dc85f0 to the dev channel. That commit was reverted on the master branch by fb84ff3fc42ee5885a66d9ab080bafbdaf67e9f8
