[stable] Remove bad assert from socket profiling stat collection Issue description: When users click 'Clear' in the DevTools Network screen, they can see many assertion errors in the app console. What is the fix: The assertion is erroneous, and is removed. Why cherry-pick: The errors and stack traces are very disturbing to users. Risk: Low, this fix has landed on the main channel and is tested on the same infrastructure. Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
