[dart:io] Fix HTTP parser not decoding header values as Latin-1. This change reverts an accidental breaking change in 6a5b87f where the HTTP parser rejects characters in HTTP header values that it wouldn't send itself. This change restores the previous behavior of decoding these characters as Latin-1.
