Revert "[vm] Add graph intrinsics for ThreadLocal hasValue and getValue methods." This reverts commit 3a4d3681d72cdb63b15f8845a9bc63b9d3aa7650. Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
