[analysis_server] Handle plugins in the dart/workspace/analysis/complete request This involves waiting for plugins to be initialized, and then any in-progress analysis to complete. The LSP was missing code to complete the plugin initialization (which the legacy server has) and also did not complete it in the case of no valid workspace roots (something that came up in the MCP server due to MCP clients passing invalid URIs). Several integration tests were added to verify different kinds of failures of plugins do not block this request from completing (since it waits for plugin initialization) because this could result in clients waiting forever.
