[vm/aot/tfa] Optimize 'is' tests in TFA TFA is extended to infer 'always fail' and 'always pass' outcomes of 'is' tests, and tree shaker is improved to replace 'is' tests with a constant true/false based on the results of analysis. Also, tree shaker is improved to remove 'if' statements and conditional expressions if condition value is known, and simplify logical operations (&&, || and !) if their operands are known. The removed parts are not visited during tree shaking to avoid retaining classes which are only used from removed parts.
