[CFE] Don't cleanup moved parts in uriToSource After 41d13f0ffe64e40a43d5c734d67dac4e870485e2 a part that was moved from a now unreferenced library to another (used) library would still have it's sources removed from uriToSource. It shouldn't, and this CL fixes that.
