[infra] Adjust build windows-arm64 split to avoid timeouts. Fixes https://ci.chromium.org/ui/p/dart/builders/ci.sandbox/pkg-win-release-arm64/3781. Dart Web: For programs targeting the web, Dart Web includes both a development time compiler (dartdevc) and a production time compiler (dart2js).
