[cfe] Remove LibraryBuilder.addBuilder Remove LibraryBuilder.addBuilder to let the implementations in SourceLibraryBuilder and DillLibraryBuilder to change independently. Offset argument removed from DillLibraryBuilder.addMember and 'addX' members are in DillLibraryBuilder are made private.
