[gn] Remove dart_sysroot check from runtime/BUILD.gn We should not use dart_sysroot outside of our own build/config/sysroot.gni, Flutter buildroot does not define this variable. We don't actually need -Wall -Werror -Wextra in dart_config because default config already contains chromium_code config which does this.
