Revert "[wasm] Remove dart:wasm" This reverts commit ade333dd54eb75c2abc6030690e3b8e2f5ca8d95. Reason for revert: This broke both the Flutter HHH and Google3 bots. It looks like some co-ordination is required between the Google3 and Flutter engine build changes for this CL to land.
