Use remote exec strategy RBE compilations.
The local developer are being switched to the racing strategy but the
remote strategy should continue to be used on the bots to ensure the
RBE build does not regress, and also to massively improve cache
sharing as local build steps may not be deterministic and cause cache
sharing to fail transitively.
