Reland "Disable recipe roller until mac XCode update failure is fixed" This reverts commit 9c71470f9ce5a0bd0e4fe60f2875862e394798f6. Reason for revert: Because other groups are being hit by the failure, they may revert the original XCode version bump. We don't want that revert - it would break us again, with no easy fix.
