Don't use intel clang on arm64 macs (#54291) Since gen_snapshot is lipo'd everywhere now, it should be safe to both build with either arm64 or intel macs, and to use the arm64 native clang toolchain on arm64 macs instead of the intel toolchain under Rosetta. Related to https://github.com/flutter/flutter/issues/103386

The Flutter Engine is a portable runtime for hosting Flutter applications. It implements Flutter's core libraries, including animation and graphics, file and network I/O, accessibility support, plugin architecture, and a Dart runtime and compile toolchain. Most developers will interact with Flutter via the Flutter Framework, which provides a modern, reactive framework, and a rich set of platform, layout and foundation widgets.
