Fix some "devtools_tool sync" issues on Windows (#6588)

* Fix some "devtools_tool sync" issues on Windows

* Use ProcessManager in more places

* Remove explicit printing + ensure sharedStdIn.terminate is always called

* Restore removed sharedStdIn.terminate

* Don't throw on first analysis/pub get failure, continue to run the rest
