Enable remove_deprecations_in_breaking_versions (#383)
Closes #382
This lint should not have any false positives, but in the unexpected
case where we want to retain a `@Deprecated` definition across a major
version bump the CI impact is transient and will not have an impact past
the initial release of the major version.
