Support cipd package provenance.

This change separates producing the cipd zip file and registering it,
such that its provenance can be reported along with the sha256 digest.

Stop setting the major version tag as it isn't useful.

Update the SDK constraint to the latest 3.2.0 release and dart format
the sources.
