Revert "Make dart-repo-team Project Owners."
This reverts commit 66fa581efc215bb4b0e30398b49c6c6129753a00.
Reason for revert: This granted us the ability to unilaterally change refs/meta/config if we were explictly granted owner in the repositories (ownership did not inherit from All-Projects like intended). We have to keep using the gob-breakglass for refs/meta/config in the repositories.
