Enforce mandatory code review for dart-repo-team.

The mdb/dart-repo-team has some remaining administrator access left that
has been otherwise transferred to the dart-ci-internal-gob-breakglass
group with multi-party approval. This change removes unilteral access
granted to the dart-repo-team in favor of the gob-breakglass.

This change also synchronizes dart and dart-internal All-Projects with
each other.

Patchset 1 reorders the configuration without semantic change so it has
the same sorted order as dart-internal.

Patchset 2 and onwards has the semantic changes and synchronizes
All-Projects between dart and dart-internal as much as it makes sense.
